I just need a simple freeware software just to convert files such as (.exe) to ISO image.
I don't need it to burn an ISO image, I just need it to ONLY convert files to ISO image without burning option.

Double click on the exe you get from MS. It will extract some files into a folder on your C drive. Take note of this location as you will need to find it. After it extracts everything the update will begin to start. This is fine. Once it starts go to the folder the files were extracted to, and make a copy of it. It doesn'tfreeware software matter where, just as long as you do it before the update completes because the folder is temporary and it gets deleted after the update is done. Once you've copied the files you will need a program that can create ISOs. Nero burning rom can do this, among other programs. After making the iso, the file needed to run for installation is in the updates folder under the i386 folder and its called update.exe
ImgBurn has the capability of creating ISOs from files (and a number of other neat features too). It's probably the most robust frefreeware softwareeware I can think of.
Personally, I use PowerISO and even WinRAR to create or edit ISOs, but neither of those are free.
Are you creating these ISOs for safekeeping or to run in virtual machines or virtual disk drives?
Remember that if it's an OS installation cd or dvd, it will need the special boot image that a normal image tool can't create. A Windows disc won't be bootable unless it's burned (or ripped or repacked) a certain way.
